As a former federal employee, I know firsthand that planning for retirement under the Federal Employees Retirement System (FERS) can feel overwhelming. While many federal employees are familiar with FERS, the details of how it works, and how to maximize its benefits, aren’t always clear. In this guide, I’ll walk through the basics of FERS, highlight key benefits, and provide examples to help you better understand your options.
We’ll focus primarily on the FERS Basic Benefit (Pension) while also touching on Social Security and the Thrift Savings Plan (TSP). Together, these three pillars form the foundation of your federal retirement.
What is FERS?
The Federal Employees Retirement System (FERS) is the retirement plan for U.S. civilian federal workers hired on or after January 1, 1987. It includes three pillars:
- FERS Basic Benefit (Pension) – your guaranteed lifetime annuity.
- Social Security – contributions and benefits like private-sector employees.
- Thrift Savings Plan (TSP) – a tax-advantaged retirement savings plan with government matching.
FERS Retirement Eligibility
To qualify for full FERS retirement, you need to meet certain age and service requirements. The Minimum Retirement Age (MRA) ranges from 55 to 57 depending on your birth year. The MRA is 55 if born before 1948 and increases to 57 for anyone born in 1970 or later.
Immediate Retirement Eligibility
- Age 62 with at least 5 years of service
- Age 60 with 20 years of service
- Minimum Retirement Age (MRA) with 30 years of service
- MRA with 10 years of service (reduced benefit)
Early Retirement Eligibility
Early retirement eligibility is available in certain involuntary separation cases and in cases of voluntary separations during major reorganizations or reductions in force.
- Age 50 with 20 years of service
- Any age with 25 years of service
Deferred Retirement
Employees leaving service before immediate eligibility may still receive benefits later, with at least 5 years of creditable service.
FERS Basic Benefit (Pension)
The FERS pension is a defined benefit plan based on your years of service and your high-3 average salary (the highest average over any three consecutive years).
Pension Formula:
- 1% × years of service × high-3 salary
- 1.1% × years of service × high-3 salary (if retiring at age 62+ with 20+ years of service)
Pension Examples
- Age 60, 35 years, $100,000 high-3 → $35,000/year
- Age 62, 35 years, $100,000 high-3 → $38,500/year
- Age 62, 10 years, $100,000 high-3 → $10,000/year
Pension Adjustments
- Age Reductions – If using MRA + 10 eligibility, your benefit will be reduced by up to 5% per year under age 62 (unless exceptions apply).
- Survivor Benefits – Reduces annuity by 5–10% to provide for a spouse. If the total of the survivor benefit you elect equals 50% of your benefit, your annuity benefit is reduced by 10%. If the total equals 25%, the reduction is 5%.
- COLA Adjustments – Begin at age 62 (or retired under special provision for law enforcement, firefighters, and disability retirees). FERS retirees under age 62 who do not fall into a special provision, are not eligible for COLA increases until they reach age 62.
Social Security for Federal Employees
Unlike the older CSRS system, all FERS employees pay into Social Security and are eligible for retirement, disability, and survivor benefits.
Thrift Savings Plan (TSP)
The Thrift Savings Plan (TSP) is a retirement savings program similar to a 401(k). Benefits include:
- Pre-tax and Roth contribution options
- Government match up to 5% of salary
- Low-cost investment funds for long-term growth

Beyond the pension, Social Security, and TSP, FERS also provides:
- Disability benefits
- Health care coverage
- Survivor annuities
